WebvO2 is ONLY measured on the Apple Watch only when you are logging 3 specific workout types: Hiking, Outdoor Walk, and Running. None of the other workouts measure V02 max. It even says it in the Vo2max data settings. So not all your workouts are actively measuring that data point and your data will be skewed if every day you do other workout types.
